The Association of State Floodplain Managers completed the latest assessment of state and territory floodplain management programs across the nation. The 2025 State and Territory Floodplain Management Assessment builds on more than three decades of analyzing the capabilities and capacity of these programs and continues ASFPM’s commitment to define and promote the key components of effective floodplain management.

The objective of this project was to:

  • Assess and make public, by way of a report, the status of state- and territory-level floodplain management in the United States as of 2025, and
  • Maintain the supporting data in a database for long-term use in establishing how states can assist communities to utilize increasingly effective approaches [e.g., No Adverse Impact (NAI)].

These objectives are compatible with FEMA’s goals of flood loss reduction and the overall mission of ASFPM to promote education, policies, and activities that mitigate current and future losses, costs, and human suffering caused by flooding.

ASFPM last updated a portrait of state and territory floodplain management programs in 2017. The 2017 report updated and supplemented previous reports issued in 1989, 1992, 1995, 2003, and 2010. It is currently the most complete national summary of the practice of floodplain management at the state level.

The 2025 report identifies current funding and staffing trends and highlights best practices for sound floodplain management. Together, these findings give states and territories a clearer picture of how their programs compare nationally, and where opportunities exist to strengthen floodplain management efforts.

By sharing this information, all can benefit and continue to build strong and sustainable floodplain management programs.
