To support splitting the existing long-form state floodplain management assessment into a series of smaller, less burdensome assessments targeted to the individuals tasked with specific roles and/or duties within the state.

The objective of this project is to:

  • Assess and make public, by way of a report, the status of state level floodplain management in the United States as of 2024, and
  • Maintain the supporting data in a database for long-term use in establishing how states can assist communities to utilize increasingly effective approaches [e.g. No Adverse Impact (NAI)].

These objectives are compatible with FEMA’s goals of flood loss reduction and the overall mission of ASFPM to promote education, policies and activities that mitigate current and future losses, costs and human suffering caused by flooding.

The Association of State Floodplain Managers last updated a report on the state of State Floodplain Management Programs in 2017. The 2017 report updated and supplemented previous reports issued in 1989, 1992, 1995, 2003, and 2010 . It is currently the most complete national summary of the practice of floodplain management at the state level.

The 2024 report will be a summary or snapshot of what state programs are currently doing in the floodplain management arena. It will assess current trends and highlight best practices for good floodplain management. By sharing this information, all can benefit and continue to build strong and sustainable floodplain management programs.
