Phil Keillor was a coastal engineer for the Wisconsin Sea Grant program. Phil was the first coastal engineer in the state, and was one of the few coastal engineers in the national Sea Grant network during his career.

Phil earned a degree in Mechanical Engineering from the University of Minnesota, and later earned a master's degree in Ocean Engineering in 1973 from the University of Wisconsin. He was particularly interested in climate change issues.

Phil helped start a homeless shelter that grew into Transitional Housing Inc. and, later, Porchlight. In addition to serving on the shelter's board, he was a frequent volunteer on the late shift.
