Proposed encroachments into a floodway are only allowed if the encroachment will not cause an increase in flood elevations. To assist local governments in North Carolina, the state has developed a guidance and review process for No-Rise Analyses.

The state has developed a guidance document and review process that benefits engineering firms by providing details on what is needed to demonstrate that a proposal will not cause a rise. This helps ensure that no-rise analyses accurately represent the impacts and that proposals can be processed efficiently.
ASFPM has developed a floodplain regulations No Adverse Impact How-to Guide. Some best practices included in the guide will also be highlighted.
